Without the FCC license, it is illegal to sell or install this equipment in the United States. While this FCC action is not yet ratified, it is likely to soon become law. The FCC is also considering including all existing equipment from these companies. The proposed measure bans equipment from these companies by denying FCC licenses to sell new products in the United States. In June 2021, the FCC unanimously voted to start procedures to ban the sale of these brands to the general public by denying new products FCC approval. In 2019, the US government banned the use of Dahua, Hikvision and Montavue security cameras in federal facilities. Lorex is a brand that is owned by Dahua and Dahua products that are branded under any other name are still banned. We see no distinction between this and if Lorex were to do the same. Our understanding of the law is that if Dahua buys products from other suppliers and then brands them as Dahua, then the equipment would still be banned. Since Lorex is a retail brand for Dahua, we believe that the law applies to them as well. While we appreciate the effort on his part, we do not believe this is an accurate interpretation of the NDAA law. We were contacted by the CEO of Lorex, who wanted to explain that if they buy equipment from other suppliers (not the company that owns them) and brands the equipment as Lorex, then the equipment would not fall under the recent NDAA law or the FCC ban.
